Our Board of Directors consists a group of dedicated volunteers with a vast range of professional and educational backgrounds. By consistently working with all instructors, parents, and students, the Board of Director serves as a key decision and policy-making body for CCCS with long-term growth and planning in its vision.

Board of Director – Principal Carl Duan, PhD
校长 段明珠博士
It is a great honor for me to serve the community as the principal of Chang Cheng Chinese School. I am a senior bridge engineer currently working in the California State Government on bridge and underground structure design. Currently, I also serve voluntarily as a board member for the California Engineers Association and Brandon Oaks Community Association. I graduated from the School of Civil Engineering of Harbin Institute of Technology (HIT) in 1982. After graduating with a master’s degree in 1985, I worked in teaching and scientific research at HIT. I received my PhD from Purdue University in 1996.
The goal of our Chinese school is to provide high-quality Chinese education and promote Chinese culture. Our board of directors will work together with all teachers to help every student to master knowledge, gain friendships and thrive here. In addition to Chinese teaching, we are also actively promoting the diversified development of the school. We will continue to offer courses in culture, art, interests, etc. to provide opportunities for the all-round development of students and provide more knowledge and entertainment platforms for friends who love Chinese culture.
作为长城中文学校的校长能为社区服务我感到非常荣幸。我是一名高级桥梁工程师，现在在加州州政府从事桥梁与地下结构设计相关的工作。目前也义务担任加州工程师协会理事和社区理事。1982年我毕业于哈尔滨工业大学土木工程学院。1985年硕士毕业后，在哈工大作教学和科研工作。 1996年获得普渡大学博士学位。
我们中文学校的办学目标就是要提供优质的中文教育，弘扬中华文化。我们理事会将和各位老师一起共同努力，让每一位学生在这里掌握知识、收获友谊并茁壮成长。除了中文教学以外，我们也在积极推动学校的多元发展。继续开设文化、艺术、兴趣等方面的课程，为学生的全面发展提供机会，为热爱中华文化的朋友提供更多知识和娱乐的平台。
Board of Director – Treasurer Andrew Tan
财务长 Andrew Tan
I am serving as the Treasurer of Chang Cheng Chinese School. As a registered Professional Engineer (Civil) in California, I am working at the California Department of Transportation as Senior Transportation Engineer. I came to US in 1984 from Malaysia and graduated from California State University at Fresno in 1988. I have been a board member of the Parent Teacher Association at William Land Elementary School since 2018. I also serve as the President of the Sacramento Section of Professional Engineers in California Government. I have been a California Chinese Engineer Association (CCEA) member since it was founded more than twenties years ago. I served on the board of directors at CCEA from 2018-2023.
I love to be involved in public activity and volunteer in community service. I am honored to serve in the school as a treasurer.
我作为志愿者担任长城中文学校的财务长。本人是加州的注册专业工程师（土木工程），在加州交通部门担任高级工程师。于1984年从马来西亚来到美国，并于1988年毕业 于加州州立大学弗雷斯诺分校。自2018年以来，一直是威廉·兰德小学（William Land Elementary School）家长教师协会（PTA）的董事会成员。曾担任加州政府专业工程师萨克拉门托分会（PECG）主席。自从加入加州华人工程师协会（CCEA）二十多年以来，一直是其成员，并于2018年至2023 年期间任职CCEA董事会。
我喜欢参与公共活动并志愿服务社区。我非常荣幸能够作为财务长为这所学校服务。
Board of Director – Vice Principal Kevin Luo

My name is Zhong (Kevin) Luo and I am an artist with a passion for promoting Chinese culture. Currently serving as the Vice Principal of Chang Cheng Chinese School, I am committed to providing Sacramento’s Chinese-American community and language enthusiasts with a deeper understanding of the rich and profound Chinese culture through language education. My love for culture and education extends beyond language learning, as I am also a co-founder and Art Director of 1st Position Dance Academy. The academy offers exceptional dance training in various styles suitable for all ages and skill levels.
As an energetic and inspiring community contributor, my passion for education and the arts stems from a pursuit of a better life. I strongly believe that education is an essential tool for preserving culture, and therefore, I hope to transform Chang Cheng Chinese School into a platform for showcasing the allure of Chinese culture to the world. Our focus is not only on enhancing students’ Chinese language proficiency but also on exposing them to the beauty of Chinese culture and introducing them to the rich traditional and modern achievements of the Chinese nation.
My vision is to make Chang Cheng Chinese School a valuable asset to the Sacramento
community, providing students and families with exceptional education and a better quality of life. I am confident that through persistent promotion of Chinese culture, we can make a greater contribution to the community’s development.
我叫罗中 (Kevin)，是一位热衷于推广中华文化的艺术从事者。我现任长城中文学校的副校长，致力于让Sacramento的华裔后代和中文爱好者通过学习中文了解博大精深的中华文化。我的热爱并不仅限于教育领域，我还是1st Position Dance Academy的创建人之一，并担任艺术总监一职。1st Position Dance Academy是一所优秀的舞蹈学校，提供各种风格的培训，适合各年龄段和技能水平的学生。
作为一个充满活力和启发性的社区贡献者，我对教育和艺术的热情源自于对美好生活的追求。我一直认为，教育是传承文化的重要途径，因此我希望长城中文学校不仅仅是一个语言学校，更是一个向世界展示中华文化魅力的平台。我们不仅注重学生中文语言能力的提升，还致力于让他们在学习中华文化的过程中，领略中华文化的魅力，了解中华民族的优秀传统和现代文化成就。

Board of Director – Yan Liu
理事 刘燕
Yan Liu graduated from Shenyang Normal University. She has been teaching Chinese in numerous Chinese schools in the Sacramento area. She is familiar with different versions of Chinese textbooks and has taught different grades from K to 7th. She is caring, easy-going, and has extensive teaching experience.
刘燕老师， 毕业于沈阳师范大学数学教育系。曾在萨克拉门托地区多所中文学校教授中文，熟悉不同版本的中文教材，教过K-7不同年级。性格开朗，平易近人，教学严谨，经验丰富。
Board of Director – Joann Wang
理事 王娟
I’m currently the teacher of KA and AP classes at Chang Cheng Chinese School. I graduated from Nankai University and continued my computer science and MBA studies in Wisconsin. I’ve been teaching for more than 20 years and taught English and college courses before joining the Chinese school. I also served as the President’s Assistant at Pei Lei International School and worked as an Operations Manager for a private enterprise in California before the pandemic outbreak. I hope to contribute my modest efforts to promoting the standardization and internationalization of overseas Chinese language education.
王娟老师目前担任长城中文学校KA班和AP班的老师。毕业于南开大学，后在美国威斯康星进修计算机和MBA。从事教育事业二十年有余，来中文学校前教过英文和大学课程。曾担任蓓蕾国际学校校长助理，疫情前曾服务于加州一家私人企业做业务主管。希望能够为海外中文尽绵薄之力，推动教育的规范化和国际化。
